In compliance to Article No. 16 in the Law of Higher Education, the University Council is an administrative organization, representing the ownership of the University, and has the following rights: Making decisions on strategies, plans, development schedules and regulations of the operation and activity of the University; Making decisions on directions for activities in training, science and technology, international cooperation, quality assurance of education; Making decisions on the organizational structure and directions of investment for development; Making decisions in the formation, merge, segregation, and dissolution of organizations within the higher education institution; Monitoring the execution of decrees of the University Council, the execution of democratic regulations in all the activities of the University.

Concerning organizational structure, the University Council consists of 25 members, including: Rector, Vice-Rectors, Secretary of the University Communist Party Committee, President of the Labor Union, Prepresentative of the Executive Committee of Ho Chi Minh Communist Youth Union; representatives of lecturers, researchers from a number of faculties and institutes; representatives of the Ministry of Education and Training, and also a number of external members operating in education, science, technology, manufacture, and business that are related to the functions and missions of the University.
